From my observations and some informal game play testing I have not obtained consistent results with the time stopper tool.
I am 3/8 time stopper with the vertigo helmet built.
If I use a time block while mining, most of the time if I make another block break it won't result in combos. This occurs even in a time span where I would normally be able to 2x or 3x combo. It just seems that he time stopper is not initiating correctly.
Now I also have to add, i believe one time I broke a time stopper block by accident and was able to get up to a 10x multipler at a pretty slow pace which normally wouldn't have resulted in combos.

I don't think the time stopper is supposed to work like that. It is supposed to stop new blocks from appearing on the screen for a little while. It's actually the most useless tool, IMO.

I agree. It doesn't even stop the clock in the smith, and it only stops blocks for about a second. Nonetheless, think of it as the universal block. Like the other tools, it can be grouped with a group of only two of any type of block.

Yeah, I think the time stopper would be most useful to stop the clock in the smith, and to slow the combo clock down so we can get higher multipliers. Maybe it should blow up slowly, and in the time it takes to blow up the clock is stopped?
