Okay, so I return from the smith.
I go to mining and immediately I level-up.
I choose my level up, go back to mining, and the miining screen fills with blocks all the way to the top.
I "time-out" with the blocks at the top, return to inventory, and then return to mining.
This time, they only fill about half way up.
Bug or feature? (I figure it should be consistent–either hard as hell botht ime, or middle ground both times)

What you speak of must just be a glitch. If everything worked fine the second time around then it was merely a bug which a patch is already in the works for. As far as my knowledge reaches, the blocks should only reach half way up the screen every time, but you may fill up the screen more by using 2 fingers and sliding them up the box, adding more resources to the game.

i like to flip the screen forward and back when i'm down to one row or less. generally it works fine, filling up 2 rows or so for me. but now and then it makes a "column hole" on me. always 2 blocks wide. anywhere on the screen. you can't move blocks into that column from the left or right, and when i rock the screen again i can see blocks fall from below the screen to above it, and then back. kinda funny. but totally messes up game play. only solution i found was to quit back to the map and start again.

Actually I was ably to exploit this bug. As the hole was open, it kept my multiplier going no mater what I did. Unfortunately I was neat the end of a level and it only took me 7 chains to finish, but I could make multiple moves before completing a chain and still get a multiplier. Also, no new blocks were coming up. Just food for thought.
