I have had problems in both the tower and the smith with resource counts. At least once at the smith it said I needed X of specific resources, I had those, and it wouldn't let me build.
Just this morning in the Tower, I had two things to attempt. I had plenty of resources for one of them but not enough (by far) for the other. The one I had enough resources for it wouldn't let me try, but the one I did NOT have enough resources for it was happy to let me try. I completed it. And ended up with -145 of water. Really weird.

Check that the resources you think you have match what is needed. I know this sounds daft but the resources are listed in different orders in each of the three locations.

Hmm, I was in the resource screen and it lists them left to right, what you have. Then on what you pick to build it lists them left to right, what it needs. Is that not the case?
On the same screen I sort of assumed the ordering, left to right, was the same.

The game currently lists resources in the following orders :
When you look at your Inventory sheet they are in one order: Fire - Water - Earth - Wind - Shadow
When you are at the Smith they are reversed: Shadow - Wind - Earth - Water - Fire
When you look at the Character Sheet they are listed: Wind - Water - Earth - Shadow - Fire
When you look at the Character Sheet they are listed: Wind - Water - Earth - Shadow - Fire

Hopefully the orders will be unified in the future, especially since the tenny little icons are behind the numbers and the are nearly impossible to make out...
But at least once (and I think multiple times) I have been at the Smith or Tower and it says >> I have <<
300 : 50 : 300 : 200 : 100
and it gives me options of things to attempt and it lists something like
0 : 200 : 0 : 0 : 0 <-- I don't have enough 100 : 0 : 0 : 100 : 0 <!-- I have plenty
I assume these three lines of values (my current bank account, and the required attempt values) are in the same order, regardless of what they represent. Anyway, I have seen it where I have enough items (according to the first list) to choose one of the things to attempt and it won't highlight. Another time I saw the one I had enough to try it wouldn't let me attempt, the one I DIDN'T have enough for it DID let me. In this case, I ended up with a >> negative value << in a column after I attempted the build.
